If strictly held to, the "nation" would evolve into chaos, in which a good 95% of all our activity, regs and laws would be divided in 50 different ways. Life is complex and confusing enough today with the fed gov't running things.

The Founders did not and COULD not anticipate the level of technology, and change, that we have attained since then. Strictly speaking, the 10th has been and is increasingly ignored. It almost has to be IMO.
