what are doing. Holtz got Notre Dame to lower their standards for a number of years and won titles. Then they raised them on him and he started losing.

At public universities they have to disclose that crap. I remember a curator telling me that. When Mizzou was trying to wedge its way into the Big 10 they had no idea Michigan and Michigan State were taking Prop 48s until they looked into it. They realized there were nine teams with one set of standards and Mizzou and Northwestern with another set for their athletes. But even then they were not able to actually get what Northwestern was doing because they didn't have to disclose it.
