Wonder what the crime rate is for shoplifting and street muggings?
I'd expect them to next to deal with shoplifters with a summons and counseling and soon the shop owners will just quit reporting thefts altogether because there is no deterrent, just as there is no deterrent to sh*tting on the sidewalks.
