This is correct. Pelosi has not initiated impeachment, but a series of continuous witch hunts. The Dems have found nothing that warrants a Congressional investigation, but have launched an effort to find something of substance to investigate. This isn't all that much different than the CI investigation launched against the Trump campaign by Obama's FBI.
