Fear blacks - justify police shootings and stop and frisk, etc.

Fear Mexicans - justify building wall and immigration control

Fear muslims - Middle East and "anti-terrorism" control

Fear Chinese - they are taking hundreds of billions from us to get a trade war

without fear (and the hatred that comes with it), he loses his "mandate" for more control
