How do you 'buy back' something that was never yours in the

If I sell my house and regret it later I can offer to buy it back from the person who purchased it from me. But I cannot offer to 'buy-back' my neighbors house. Also, I can offer to 'buy-back' a house I sold but the new owner is under no obligation to sell it to me.

For once in your life at least be honest about your plan. This is not a 'buy-back' program it is forced confiscation and it is in direct defiance of the second amendment.
