Sign 3 kids every year.
2 of them in the 35-100 range.
1 of them in the 100-150 range.
These kids will basically always stay 3 years and mostly stay all 4 years.
That is 12 perpetual scholarships with 1 extra on hand to help cover various contingencies.
You will always have adequate veteran presence.
You will have kids that can contribute right away and some kids that understand they aren't going to be stars as freshman and work their way up.
Positionally....
You sign a legit PG every other year.
You do the same with a big man.
This way, you always have two of each on your roster...a starter and an understudy.
You use the rest of the roster spots for wings and stretch 4 types.
This is 8 guys for 4 rotation spots
I'm not saying this plan is easy. It takes work to get the ball rolling along this path. But once you do, you are never bad. You are never rebuilding. You are always a NCAA team and you will pretty much always have an opportunity to make a run. While not exactly, this is kind of what Villanova has been doing.
