That unlicensed shops are operating in broad daylight tells me that despite legalizaiton and regulation, there's still a black market for marijuana in california.

Which tells me that legalization hasn't been entirely effective at eliminating the cartel situation.

Couple that with the latent cross-generational opioid effects, and I'm not so sold on MJ legalization anymore.

Please explain why this message is being reported.
