No it doesn't...the only ones that can claim harm from the investigation ending, without a determination, are the alleged victims. However, it is likely that the alleged victims requested confidentiality, which is typical in Title IX. So, your suggestion of breaching their requested confidentiality would expose the school to a lawsuit, not the other way around.
Moreover, regardless of whether there is a confidentiality issue, it would be totally inappropriate to release information regarding an incomplete investigation. One or the other side would claim that there was exonerating evidence that had not been obtained yet.
