Steele was a reputable expert - the fbi had used him as a resource before. It's not like they went out and hired someone to make **** up. It's also import to not that steele never said that he was able to VERIFY all of the information in his report. He provided an intelligence report with 17 assertions - some of which he was able to verify....but he could not find copies of the clown's pee tape (I still see no reason to doubt that one - it's certainly not out of character.)
