It was in the process of becoming pretty much that when I retired. During the Clinton Admin there was an influx of leftist hires, many females with social science degrees, law degrees, etc. At the same time affirmative action guidelines resulted in promotion of what we called "upwardly mobile" personnel, minorities and females regardless of qualifications. The Agency hiring practices appeared to digress from those with hard science degrees toward those with progressive themed CVs. I recall many occasions when I was asked to take an upwardly mobile person with me on an important inspection/investigation, sort of a ride-along. Some were sent to our Region-_ from the D.C. head-shed, so that they could gain a bit of field experience to pad their resumes. I refused to be a part of it and only allowed qualified employees to accompany me.

Please explain why this message is being reported.
