His economy is a pivot system. It is now a nascent capitalistic system that unitl relatively recently, was a totally closed market (recently being within the last 50 or so years).

Xi does indeed have the power to once again "close" that system again without the political repercussions that the Donald would be subject to.

Or, put another way, the Chinese people have suffered indescribable conditions for no other reason than personal whim.
