Much like Kim Un just needed facetime with the POTUS to increase his standing, the Dems needed to have Bob Mueller put his voice behind the words - we could not clear the president of crimes. And he said CRIMES.

Now, I am guessing there are X number of voters in swing states who were willing to take a chance on Trump and for those voters - "could not clear him of crimes" will be enough to cost Trump those marginal voters.
