He's 22 & throws 103 - that's pretty damn good.

IMO, the "problem" is that his 103 is a straight fastball when it's over the plate. Good hitters are going to adjust and hit 103 if they're sitting fastball. As noted below, when he can get a secondary pitch for strikes, his 103 will become more difficult to hit.
Yeah, 98 (or 94) with movement is more difficult for good hitters than 103 with no movement.
