the FBI knew Steele was lying about parts of the dossier (Cohen to Prague, for one), because he told the State Department a different story. The FBI had memos from the State Department about Steele's inconsistencies, and they still said he was a reliable source to the FISA court. Nunes hasn't been wrong yet.
