It's a restriction against Congress, not the state of Texas, the city of San Antonio, or the City of San Antonio airport. So you'll have to look somewhere else in the US constitution. The 1st Amendment clearly does not apply.

And if you want to argue it doesn't apply to states or local government entities then why does the Second Amendment apply to everyone and states or local governments can't infringe upon those rights?

The 2nd Amendment does not apply to the states and localities, and states and localities infringe upon gun ownership rights in myriad ways. Including ones that you fully support like depriving felons of gun ownership rights, and confiscating their guns.
