They would have done that to any class or ethnicity of people.
He is ignorant, insecure, easy to manipulate, corrupt and a bully. Those are the core characteristics that all of his actions stem from. The rest of it is just manifestations towards those root characteristics.
That doesn't make him racist though. He has just has done racist things acting out being an imbecile. He isn't sophisticated enough though to recognize the underlying reasoning.
