put teams in appropriate regions.

The pod system was implemented due to one specific incident back about 15 years ago when Arizona and ku were both high seeds and Arizona was put in KC while ku went west. As soon as it was announced, there was an uproar about geography making no sense and then ticket sales were terrible (comparatively) and they decided the way to fix it was to create an elaborate pod system and move shlt all over the place instead of just placing teams in the logical regions.
