Reasons.
1 the hospitals having to take in every case of the cold for street bums is driving costs up and quality of care down. Removing that from the equation helps.
2. We are having a shortage of doctors due to the cost of education, having clinics for doctors to work for a few years similar to a GI Bill/ROTC thing may help fill the void.
That said just putting clinics in the parking lot buildings of hospitals and assisting with naps bills could take care of #1 and #2 may solve itself once potential medical school candidates can know they won’t be working for a socialist government their whole careers
