It was a belief that government could do the following
Helped provide the basics needed by anyone at a reasonable costs...those basics being infrastructure, utilities (or regulated monopolies), education, basic welfare (housing assistance, food assistance, etc.). It could do this via pooling money from the general public to help those in need. Police, fire, and basic protection as well
It could also put forth regulations around protecting environment, safety, fraud, etc.
It would do it at cost, with a thought that profit was not needed to fulfill the basic needs.
part of the benefits would include economies of scale that government could bring.
