In Ms. Harris scenario would seem to be:
1. nationalization
2. Forced runoff by legislative order
3. Taxing every employer and individual so confiscatory an amount the only alternative would be for business to end the plans to be able to pay the tax
All options involve making government bigger, more intrusive and more dominating of each citizens life.
