The judges making the decisions are mostly leftwing appointees. For example, I looked into the Philadelphia court ruling. It was about forcing employers to pay for employees' artificial birth control. The judge is Wendy Beetlestone--yes, I can't make that name up--appointed by Barry Soetoro in 2014. Now, you know she isn't going to rule against her sponsor's only achievement. And that's the kind of judge leftist appellants will take their cases to. So, it isn't a matter of the quality of the deregulation. It's politics.
