to get access and preserve evidence that might be destroyed (although I'd think that would have been done by now) or you get his attention to try and flip him. "Look, Roger, we've got you either way, but we can grant you immunity if you play ball". He's indicated that he's not going to flip in the past, but so did others. You hold on to the conspiracy charge because you're not yet ready to get the other players? Who knows. The guy seems to have a method.
