The top finishers in the top European football leagues each season play in the Champions League the following season. It is a tournament featuring home and home matches, preliminary rounds and subsequent rounds. It runs over the entire following season, i.e. the top four Premier League finishers in 2017-2018 are currently playing in the 2018-2019 Champions League. Winning it is probably the highest achievement a European club can attain.
The tv money generated by the Champion League make it highly lucrative for the teams that make it.
Premier League teams (all European leagues) can acquire new players, i.e. primarily buy rather than trade for them in the summer off season and during the month of January.
If an Premier League team needs help for whatever reason, I.e. make the Champions league or avoid relegation to a lower league at the end of the season, the standard remedy for most English fans is for it to buy one or more new players in January.
Arsenal has generally and particularly since Kroenke has been the majority (now sole) owner not been prone to spend large sums to acquire new players.
