Once an illegal gets into the U.S. it is rather easy to acquire the appropriate documentation to to pass virtually all of his "tests". The first priority of hospitals, schools, government agencies is not to check immigration status.
Committing to a wall will result in stepped up security in the open border areas and that is where the real problem lies, i.e. criminal cross border activities.
A physical wall is not the only solution or necessarily the best, but unless and until the problem of criminal cross border activity is effectively addressed, the problem will be with us.
