There is no crisis requiring a wall.
IF Trump were honest about there being a crisis he would propose addressing the URGENT needs and then prepare a proposal for Congressional consideration for a physical barrier - which is years away.
Emergencies are urgent. So hire the judges, the patrols and the gear and get the people through.
