The court will be the one who make the decision. Even though the scary super-liberal art teacher could initiate the action it's up to a judge to take all facts into consideration before making the final decision. Seems like a good way to prevent some of the school shootings we've seen in the past. Will it solve everything? No. But it's a step in the right direction.
