What he is attempting is unconstitutional - he is going to get killed in the courts. Ezra Klein opined that the ENTIRE episode is a set up. Trump is clamped by the courts, walks away shrugging that he sure tried and McConnell is freed from having to have a vote.

POTUS does not have the right to raid funds. Trump thinks he does. Trump is a fool.

IF this were truly and emergency why address it in a way that will not build a wall for years? Eminent domain battles and Permit issues await.

Whole thing is tiresome and MEANWHILE he hangs all those federal workers out to dry. What a dyck.
