that is why potuses forever treat the speaker w/respect. Don doesn't know how it works but he will learn. And yes, Trump can be over-ridden.
The state of emergency bullsht will be locked up in the courts - and if you want to build a wall in TX, you gonna be locked up in permit fights for years. There is no crisis and if there were, a wall is no fix.
MORE JUDGES are the fix. More jeeps. More patrols. More drones. Campaign prop not the answer. Nancy knows this and will not give it to them.
