Trainers and trainees make up a portion of the ATC workforce and they are not working. The workforce was already stretched thin, with employees routinely working 6-day weeks. Trainees assist the experienced controllers, so the folks doing the work are asked to do more while not getting paid. How will that effect concentration? It's likely that traffic will be spaced further apart, slowing down the whole system.
