You could easily take that money, put a tall pylon with solar panels and built-in Tesla battery walls every 1/10th of a mile with cameras facing each way and then hire people to monitor all those cameras for motion events. It would be far more effective than a wall and catch nearly every person crossing illegally.
The funny thing is that's a political win based on a campaign promise that Mexico would pay for the wall. So really it's a political loss for Trump.
