I don't think anyone said it was criminal - only that it flies in the face of their denial that any contact was had. Now, that could've been Paul trying to get paid from both sides/multiple sources or it could have been Paul doing campaign bidding. We don't know. Maybe Mueller does or will find out - maybe not.
