Drastically different. I see that dems have two choices outside of challenging it legally in court

Pass it and give Trump a political win. Dimiss impact as marginal but pass it.

Reject it demanding additional concessions from Canada and Mexico. This means they agree that current deal is not good for the US. This will not go over well with them, and will cause ecomic issues
