if true we need to change how/what we search or the searchers themselves

As an aside we used to bring in traincars of Hydrogen Fluoride through Matamoros/Brownsville. We got a call one day from Brownsville asking if they could open a tank car to check what was in it. Our answer was fine if your guys want to die as it will kill them withoutclass A hazmat suits. They let it pass
