at a basic housing level. Then yes, that person is financially irresponsible.

Having children sounds like one of the poor financial decisions made by the person in your scenario.

If you can't afford to live in the big fun city working multiple jobs, then you should move elsewhere.

This isn't mean to be judgemental, it's meant to highlight the need for people to get back to economizing and self-reliance and not falling dependent upon involuntary third parties.
