"Pay for the tax cuts" CLEARLY means, in a succinct way, that we are spending more than we are bringing in.
Pay for the tax cuts means that we cant continue to spend the way that we do if we bring in less tax revenue.
EVERYONE understands that, regardless of how you feel about taxes, the government uses tax money to fund its projects. There is an operating budget that carries over from year to year. If you reduce the amount of revenue taken in, you need to find a way to raise revenue to pay for the programs you arent going to shut down. Ergo, you need to "pay for the tax cuts" with auxiliary funding or reduce expenditures.
Suggesting that is -- at minimum -- not a passable way to talk about it is, as Blue said, dense. To act as if you are befuddled by it is moronic.
