They complain to the NCAA. And often it's the ones most guilty.
They only do it, though, when they feel protected.
The infrastructure of recruiting is set up to benefit a handful of programs more than the others. The programs that tend to get caught are the ones who try to work against that.
The NCAA doesn't give a **** about these rules. They only care about the appearances of these rules. When you violate them and do it all behind closed doors or with plausible deniability, they are happy to look the other way. When you do it in a way that the public finds out (see especially: Jerry Tarkanian), they get ****ed, and they come after you.
