Let's be honest, if he sanctions SA... if anyone does... you can see gas barrel prices double or triple, or more. They HAVE to get full evidence so there is no way SA can "justify" it.

Also, rogue attacks aren't completely out of the question. Hell, it's happened here when the CIA went behind Eisenhower's back and used a spy plane over Russia to stop any kind of talks (essentially starting the cold war).
