Pelosi and Reid (and likewise Obama) dithered while it was OBVIOUS that financial institutions were on the brink of failure doe to Clinton policies of forcing Fannie & Freddie to underwrite subprime loans.

It took Bush officials to propose and write TARP to prevent the total collapse of the economy because Harry and Nancy were too busy obstructing.
