I don't know what the rule is outside of that. However the narrative has been pushed by the president that increased immigration, including undocumented immigration, leads to higher rates of violent crime. This hasn't been proven and, in fact, there have been studies conducted that appear to indicate the opposite is true.

However a specific example such as this helps fuel that fire. A few examples makes it easy to say "see? I tried to warn you about these people", even if these examples are outliers.
The truth is, this kid was murdered and it's an absolute tragedy. But now her death is going to be used politically to increase division.
