distinction between possessing a security clearance level and actually having access to classified material.

Having a security clearance is more akin to having a drivers license - or possessing a professional credential. You passed a test (or background check), you have the credential - it doesn't mean that you continue to use it after retiring/ceasing driving/leaving a position.

When the term of the license or permit is up - it goes away (i.e. it's not renewed.) Cancelling something is a unique measure.
