The balance is between getting people 'game ready' and getting those who are already in the rotation more practice.

It will be interesting to see how different coaches handle this around college football. Will they play a lot more FR, or will they just play a few more? Is the priority to get #2's more reps so they get better, or to get #3's "reasonably game-ready?"
