What’s the TB policy regarding the use of multiple handles?

I thought there was a rule against using a alternate handle as a means of bypassing a mobbing. The point of having mob votes is to remove obnoxious posters for a period of time with the expectation that this will lead to a learning experience for the mobee. I’ve tried to get feedback from the moderators but they are worthless.
