I don't think when all of this began they were even considering collusion. With that said, wtf do they do if they observe that? Trump himself may be clear of everything, but we already know manafort and Flynn were communicating with foreign interests. I think trump is opening a can of worms and Rosenstein and Wray are going to let him.
