a spy would be if a trump campaigner was acting on the behalf of Russia.

A spy would also be a person acting on the behalf of the FBI searching for illegal activity to justify an investigation

an informant would be someone paid (or not) to inform the FBI of illegal activity to justify and investigation.

But here is the number ****ing one problem.

It's not effn legal at all to guess and by golly decide to crank up the trillion dollar foreign intelligence system, including informants or spies, to look for something illegal in a private citizens life, campaign, business, whatever hoping to find something to investigate.
