Why weren't the top tax brackets left alone?

If you're going to sell something as middle class tax relief...give tax relief to the middle class alone.

The only individual tax cuts that were made permanent are to the top individual earners. Oh and the corporate cut was permanent which is fine by me.

The deficit is going to increase as a result of the top individual brackets getting cuts without cutting spending.
