Rosenstein violated the statutes when he appointed Mueller. No specific crime had been identified and Mueller was not charged to investigate one. Mueller used information collected under the FISA Ct. warrant to charge Manafort. This was counter intelligence information, not material picked up from a criminal surveillance warrant. No probable cause and no criminal warrant means Mueller's case against Manafort is constructed from a basis of poison fruit. Additionally, he used information from a previous unsuccessful DOJ case. Rosenstein made a lot of mistakes and has compounded them by failing to adequately supervise and control Mueller's team.
