His 'study' is based on a survey. Of those surveyed, some clicked yes that they were illegal aliens, and some of those names were found to be voter-registered.
So, again, we have no idea if most people lied on the survey (they could lie about either being illegal or having voted or both). And among those that did have registrations, we would have no way of knowing if they did vote.
There were 339 people who answered that they were illegal and voted. Of those, they found that 140 were registered to vote. Now the paper makes no mention of whether or not those 140 are actually noncitizens and they have no way of knowing if they actually voted.
Sorry, too many variables to call this study trustworthy or meaningful in any way, especially when it comes to extrapolating these data to fit the population.
