Mueller's scope is not limited - nor should it be. If he becomes aware of other crimes, he follows thru. You really don't know what he's looking at re: Cohen...my guess is that it relates to improper use of funds (and DJt was aware of every thing that transpired.) I doubt that Mueller would be overly concerned about Cohen contributing more than the allowed amount.

And I don't believe for one minute that Cohen paid the $130k out of his own pocket - that's just a fvcking lie. Never met an attorney that pays his clients legal bills (esp. a billionaire) - that just doesn't happen.

AND - Mueller did pass this to the appropriate agency. It wasn't his raid.
