individual tax breaks is not a good thing.

How fair is it for a business that has been in an area for decades to have to pay higher taxes than a new business coming in?

It seems to me like it would be best if governments limited themselves to only doing things that only they can do, or that they have a major advantage in being able to do it better and more efficiently than the private market can. They should also limit their taxes to the bare minimum for everyone... at or barely above the costs of providing necessary government services to those businesses.

Mixing metaphors, but treating businesses like cash cows can result in strangling the golden goose(s).
